The device has a control arm (5) with a hand wheel (8) at one end and a scoop or receptacle (11) at the other end. A pillar (2) holds the control arm (5) via a joint (6) which allows rotation of the control arm about vertical and horizontal axes. Resilient pivoting of the pillar is possible about its base (4). A drive shaft (15) extends through the control arm (5) between the hand wheel (8) and the scoop (10) to transmit rotation when the operating member is rotated. A lock (7) fixes the scoop (11) when sand is being collected. A counterweight (9) is provided on the control arm to balance the weight of the system and any sand in the scoop or receptacle.
