A pharmaceutical carrier for external application comprises a low-substituted alkyl and/or hydroxyalkyl cellulose ether, where the degree of substitution is 0.05 to 1.0 molar. The carrier is stable even in the presence of alcohol, interacts less with an active ingredient that an ionic carrier, and feels pleasant. It may be made by a method including the step of swelling and dispersing it in water for shear trituration, or by dissolving it in an alkaline solution for trituration during or after neutralisation by acid.
