PROBLEM TO BE SOLVED: To provide a two-dimensionally and randomly oriented sheet of short carbon fiber essentially comprising solely the short carbon fiber and a pyrolyzed carbonaceous material and capable of sufficiently expressing heat resistance and corrosion resistance inherited to the carbon fiber. SOLUTION: The two-dimensionally and randomly oriented sheet of the short carbon fiber has≤5% reduction in mass by boiling the sheet with sulfuric acid, contains the short carbon fiber and the pyrolyzed carbonaceous material and has≥80 mass% short carbon fiber content. The method for producing the sheet is to cut a precursor fiber of the carbon fiber, paper make the precursor fiber by adding a binder in an amount to be≤20 mass% carbon originate from the binder after carbonization and heat treat the obtained two- dimensionally and randomly oriented sheet of the precursor fiber.
