PROBLEM TO BE SOLVED: To provide a method for generating input waves for a riding comfort simulator and a device for the same capable of generating, based on vehicle characteristics and a track state model and without being restricted by specific conditions like measured data, simulated vehicle rocking which is not sine-wave rocking but which may actually occur, and capable of being used for a vibration table test. SOLUTION: When generating input waves for a riding comfort simulator, a simulated track irregularity generating section 1 generates simulated distance- unit track irregularity 6, a distance-axis/time-axis converting section 10 converts the simulated distance-unit track irregularity 6 into simulated time-unit track irregularity 14, a vehicle rocking calculating section 20 applies filter processing of vehicle characteristics to the simulated time-unit track irregularity 14, thus the imitated vehicle rocking 23 is obtained.
