PROBLEM TO BE SOLVED: To provide an electrifying roller by which a drum is prevented from being shaved at the end part of the electrifying roller, and to provide an image forming apparatus having the roller. SOLUTION: The electrifying roller of a contact type possessing a supporting member and an elastic body in the periphery of the supporting member and to electrify the surface of an image carrier by bringing the elastic body into contact with the image carrier, is characterized in that the elastic body possesses at least an elastic layer and a resistant layer, and the layer thickness of the elastic layer in the longitudinal direction of the electrifying roller has the relation of 'center part > end part' between the center part and the end part, and the layer thickness of the resistant layer in the longitudinal direction of the electrifying roller has the relation of 'center part < end part' between the center part and the end part.
