<P>PROBLEM TO BE SOLVED: To prevent a fogging generating when a solid white paper is passed after an image of high duty is passed and an electrifying failure due to a transfer residue developer stuck to a contact electrifying member in an image forming apparatus of a contact electrifying and a cleanerless system. <P>SOLUTION: In the apparatus, the functions are separated into a process to normalize (make negative) the transfer residue developer and a process to once scrape off the transfer residue developer from an image carrier so that it is easily recovered and to return it onto the image carrier (main electrification) at a developing part.
