PROBLEM TO BE SOLVED: To provide a tool holder, which has a long service life and can be produced at low cost, a cutting edge member to be secured to the tool holder detachably and a cutting tool having a broad cutting area. SOLUTION: In the tool holder 2, wherein a steel section 4 is fixed to the shank section 3 made of tungsten carbide alloy, the steel section 4 is formed of alloy steel having a surface hardness of HRC35 or more, and a spigot section 5 is formed in the end face of the side on which the cutting edge member (cutter 8, for example) is formed detachably, and a receipt section (female thread, for example) 6 to be fixed axially is formed in the depth. The cutting tool 1 is produced by screwing the cutting edge section (cutter 8, for example), which is provided with a connection section 10, which has a first projection section 11 to be inserted into the spigot section 5 in a base body section 9 and a second projection (male thread section) 12 at its end, in the tip of the tool holder 2.
