PROBLEM TO BE SOLVED: To provide a water-based adhesive for a resin-coated metal with little amount of an organic solvent, having excellent adhesiveness to a base metal and a coating resin, and to provide the resin-coated metal having excellent adhesiveness and processability by using the water-based adhesive. SOLUTION: The water-based adhesive for the resin-coated metal contains a polyester resin having≥4,000 number average molecular weight, and 8-40 mgKOH/g acid value, and containing≥60 mol% terephthalic acid as polybasic acid components, and an isocyanate compound dispersed in an aqueous medium. The resin-coated metal comprising the base metal and the coating resin has the resin film comprising the water-based adhesive for the resin-coated metal, and sandwiched by the coating resin and the metal.
