PROBLEM TO BE SOLVED: To easily and efficiently video-record a supervisory video image. SOLUTION: A format revision processing section 12 converts received image data to have a spatial resolution used for encoding and decides a picture type (I, B or P) thereby forming a GOP structure. The format revision processing section 12 calculates a difference between a frame n received just now and a frame r received before this time in the unit of pixels on a CCD to obtain the sum (a scene value). A control section 14 controls a compression section 13 on the basis of the scene value supplied from the format revision processing section 12 to control recording of image data.
