PROBLEM TO BE SOLVED: To provide a speech system for phones wherein the phones make speeches while transmitting diversified background tones and for being applicable to even mobile phones. SOLUTION: A background tone providing site S provided with a background tone reproduction server Sa for reproducing a background tone and transmitting a background tone reproduction signal and with a background tone database Sb for storing background tone data to reproduce the background tone, is connected to a telephone line network and includes a background tone transmission control program having a step of reading the background tone data corresponding to a selection signal from a phone connected via a telephone line network or a mobile phone from the background tone database Sb and a step of reproducing the background tone on the basis of the background tone data read from the background tone database Sb and transmitting the background tone reproduction signal to the connected phone or the mobile phone via the telephone line network.
