PROBLEM TO BE SOLVED: To provide a paper sheet processing device which prevents an injury when a shutter is closed and enables the shutter to manually be opened. SOLUTION: The power of a driving motor 12 is transmitted to a 1st rotary shaft 2 which supports the shutter 1 in an openable/closable state via a torque limiter 3 and even if a finger is caught during shutter closing operation, a force larger than a set value of the torque limiter 3 is not transmitted to the shutter 1 to prevent an injury. When the shutter 1 is closed, the 1st end part 8a of a 2nd cam 8 engages with the notched part 6 of a 1st disklike cam 5 fixed to the 1st rotary shaft 2 to hold the shutter 1 in locked state and at a power failure, the 2nd end part 8b of the 2nd cam 8 is manually pushed to disengage the 1st and 2nd cams from each other, so that the shutter 1 is manually opened.
