The present invention relates to a porous carbon catalyst composite comprising nitrogen (N), to a porous carbon catalyst composite comprising transition metal ions having a coordinate bond with N, and to a manufacturing method thereof. The porous carbon catalyst composite of the present invention can replace platinum, and has excellent oxygen reduction reaction activity. Also, when forming a porous structure of the catalyst, the porous carbon catalyst composite reduces time to manufacture the catalyst, and simplifies the process by using self-assembling properties of a block copolymer.
