A base (11) is installed on an upper portion of a structure (1). A damping body (3) is placed movably on the base (11) through a linear guide mechanism (12). A natural-frequency adjustment spring (13) is installed, with an initial tension applied in a vertical direction, between the damping body (3) and the structure (1) or between the damping body (3) and an upper portion of a support framework (14) stood on the structure (1). The horizontal component of a force produced when the spring (13) restores its initial form when it is stretched diagonally forward or diagonally backward when the damping body (3) is moved is exerted on the damping body (3).
