PROBLEM TO BE SOLVED: To decrease the bending moment of a punch to an utmost when a slanted tapered nozzle hole is press-worked. SOLUTION: Holes 10 of almost the same diameters are formed by a first punch 2 in a first press-working process, then, a second punch 3 having a tapered section 7 is inserted into the hole 10. Since this insertion allows the side of the tapered section 7 to contact a jet hole plate 1 (the edge of the hole 10) ahead of the tip of the second punch 3, the bending moment acting on the second punch 3 can be reduced to an utmost, thereby preventing the second punch 3 from being broken.
