PROBLEM TO BE SOLVED: To provide an apparatus capable of producing a polarized rare gas having a further improved polarization rate while a gas is flowed and a method using the same. SOLUTION: The apparatus has flat plate surfaces facing to each other through a space, and the space is provided with a flat plane type flow-cell portion to which a mixed gas of a rare gas and an optical pumping catalyst is made to flow in one direction, a laser light irradiation portion for irradiating inside of the flat plate type flow-cell with an excitation light by irradiating at least one of the flat plate surfaces with a laser light, and a magnetic field application portion to make a magnetic line of force pass orthogonally or approximately orthogonally to the flat plate surface irradiated with the laser light.
