PROBLEM TO BE SOLVED: To provide an interpolation method capable of realizing generation of an interpolation frame not causing a gap or an overlapped part by a simple method. SOLUTION: Any of 'forward motion estimate', 'backward motion estimate', or 'bidirectional motion estimate' is used, a motion estimate means (103, 203) is used to obtain a motion vector between frames, an interpolation scale conversion means (104, 204, 304) applies scale conversion to a motion vector, image block extract means (105, 205, 305) fixes a start point of the motion vector, extracts an image data block corresponding to a position denoted by an end point of the motion vector subjected to scale conversion, and a motion compensation means (106, 206, 306) applies motion compensation to the extracted image data block on the basis of the interpolation frame.
