PROBLEM TO BE SOLVED: To provide a device and method for performing QoS guaranteed transfer of data to be transmitted and received.

SOLUTION: A priority tag of an IEEE802.1p being a priority identifier is used as a flow identifier according to situations so that QoS guaranteed data transfer control can be performed by flow units in a simple queue structure or a scheduling mechanism. The queue is assigned on the basis of the combined data of an input port and the priority tag so that the identification processing of each data flow can be reliably performed and the QoS guarantee of each identification data flow can be realized. Furthermore, a management terminal for managing the assignment of the priority tag is provided to set the priority tag and to transmit a data frame (packet) in response to an inquiry to the management terminal. Thus, it is possible to prevent the competition of the priority tags and to reliably perform flow identification.
