PROBLEM TO BE SOLVED: To provide a fixing device which prevents scratch on the surface layer of a fixing belt, worsening of scratch, and leak even when applying a voltage to a fixing belt, and to provide a fixing method using the fixing device and an image forming apparatus having the fixing device. SOLUTION: The fixing belt 12C has a substrate having a resistance value of 1×10<SP>0</SP>to 1×10<SP>6</SP>Ωand the surface layer having a resistance value of 1×10<SP>9</SP>to 1×10<SP>14</SP>Ωwhich is disposed on the periphery of the substrate and is in contact with a voltage applying means 40.
