PROBLEM TO BE SOLVED: To allow controlling use rights of programs without using a specific hardware mechanism when a configuration, which performs processing by using only programs permitted the use rights among a plurality of installed programs, is adopted. SOLUTION: Electronic signatures are created from model number information indicating programs with use permission (or merged information merging the model number information with apparatus-specific information), and the electronic signatures and the model number information are stored into apparatuses to be applied. Accordingly, when power is supplied to the apparatuses to be applied, the stored model number information (or the merged information) are compressed and the stored electronic signatures are decoded by a public key, and validity of the stored model number information is determined by determining whether the model number information matches with the public key.
