PURPOSE: An exercise apparatus control system and an exercise apparatus control method are provided to monitor an actual environment or virtual environment such as a marathon course, cycling race course, etc. and give an exercise load suitable for the above environment. CONSTITUTION: The system includes: a unit(205) for measuring the heart rate of a user during exercise; a database(202) which has a user DB(202a) storing a personal information such as a target heart rate, a proper moving image identification symbol and an exercise program information according to the moving image and a moving image DB forming data forming a moving image screen; a control unit(201) which extracts a moving image in the database and displays the same on a monitor(208), drives the exercise apparatus according to the exercise program, and measures the target heart rate of the user and the heart rate obtained by the heart rate measuring unit to control the exercise apparatus; and an image formation unit(207) which display the target heart rate, the heart rate obtained by the heart rate measuring unit, a moving image screen and an inclination degree according to the moving image screen.
