<p>Disclosed are methods of including a systemic immune response to provide for a non-invasive genetic immunization or a therapeutic response in an animal by providing a polynucleotide encoding a protein of interest. The types of proteins and the immune response contemplated can be directed to any encoded gene of interest related to infection or other diseases. Additionally, the methods contemplate the administration of a second exogenous sequence which encodes a protein which enhances the immune response.</p>
