The invention for which patent protection is required enables sanitary water saving by use of a low and high installed toilet cistern. The device by which it is achieved is a toilet cistern water discharge regulator which consists of the regulating spring (7), lever (4), and a fork grider (5), and fork holder (6), which are fastened to the wall of the toilet cistern. Function of the spring and a lever is to return element (3) to closed position after a certain amount of water is discherged from the toilet cistern to water closet after pressing the switch (2), or pulling the element (10). Quantity of water discharged from toilet cistern is regulated with hook place of the regulating spring (7) on the fork grider (5), and lever (4). By each press on the switch (2), or by each pull of the element (10), certain amount of water is discharged from toilet cistern. By repeating it several times it is possibly to discharge all the water from the toilet cistern. by using this type of quantity water discharge regulator, it is possibly to save a great amount of water, because water cisterns are largest water consumers.
