PROBLEM TO BE SOLVED: To provide a brake device for railway rolling stock and its control method capable of preventing an axle from generating torsion in the case of malfunction of a working device for one of wheels pivoted on the axle and capable of preventing early breakage of the axles or the like and capable of restraining vibration and noise from generating during travelling. SOLUTION: Detecting that a braking force for working on a wheel 13a, one of right and left wheels 13a and 13b pivoted on an axle 12a, is continually breaking an allowable range of pressure determined according to entered braking command for a predetermined period of time, a control device 1 actuates an EBI (a working device) 3b for the other wheel 13b to make the braking force for working on the both wheels 13a and 13b to be practically equal.
