PROBLEM TO BE SOLVED: To evaluate the earthquake protection of the piping not statistically or stochastically, but on the basis of concrete dynamic numerical values accurately indicating the earthquake-proof strength of the piping. SOLUTION: The piping network is divided into a plurality of segments, and the safety factor (SF) relating to the occurrence of breakage of the piping to the earthquake motion of a specific scale and/or the data relating to the earthquake protection evaluated on the basis of the safety factor is operated on the basis of the external force (F) applied to the piping by the earthquake motion of the specific scale calculated on the basis of a characteristic vibration period (T) of the ground and the like by every segment, and an allowable stress value (Fcr) as a critical stress value for analyzing the occurrence of breakage of the piping on the basis of the theory of structures, as in the past, the earthquake protection of the piping is stochastically estimated on the basis of the magnitude of the previous earthquake and the statistic data relating to the breakage of the piping caused by the earthquake.
