PROBLEM TO BE SOLVED: To provide a damper dispensing with a special installation space. SOLUTION: This damper embeds a damper mechanism 10 in an H-shaped steel 1 used for a girder and a column for a structure. The H-shaped steel is disposed with a first steel plate 11 in, at least, one side of its web 2, its base portion 11a is fixed to a flange 3, its tip portion 11b is set to a free end in the central part of the H-shaped steel, and a second steel plate 12 is stacked thereon via a viscoelastic body 13 to be relatively displaced and fixed to the web. The respective base portions of the first steel plate are fixed to the both end sides of the H-shaped steel, their tip portions are oppositely disposed in the central part of the H-shaped steel, and the second steel plate is stacked over the tip end portions of the first steel plate. The second steel plate is stacked on the both sides of the tip portions of the first steel plate via the viscoelastic body respectively, and the both second steel plates are connected via a spacer and fastened to the web by bolts.
