An embossing roller (30) comprises a cylindrical member which is rotatable about a center axis (35) thereof and has a concave cylindrical outer surface (34) formed with an emboss pattern. The concave cylindrical outer surface (34) includes a diametrically largest peripheral part (37) which is distant from the center axis (35) by a maximum radius (r1) of the cylindrical member and a diametrically smallest peripheral part (39) which is distant from the center axis (35) by a minimum radius (r2) of the cylindrical member.
