PROBLEM TO BE SOLVED: To provide a rotary damper and an assist grip device capable of imparting damping force to a rotary member. SOLUTION: This rotary damper has a cam member 11, an elastic member 12 for energizing the cam member 11 in the prescribed direction, and a bottomed housing case 13 for housing the cam member 11 and the elastic member 12. Since the cam member 11 is supported so as to be movable only in the axial direction of the housing case 13, the number of part items can be reduced, and workability can be improved.
