PROBLEM TO BE SOLVED: To provide an earth-surface-state inspection method in which, e.g. in a runway, an earth surface state causing a trouble in a safe operation of an aircraft such as an F0 state, a pavement crack state, a collapse state, an upheaval state, a wet state, a freezing state or the like can be inspected without being hardly influenced by a takeoff, and a landing of the aircraft and irrespective of weather and in which an operation by an inspector can be reduced; and to provide an earth-surface-state inspection system and an earth-surface-state inspection apparatus. SOLUTION: A self-propelled earth-surface-state inspection vehicle 1 is provided with a laser radar 2 which calculates a distance up to an object existing in an earth-surface region, and an ultraviolet image sensor 3 which detects light contained in a range at a wavelength of 190 to 500 nm so as to image the earth surface state.
