PROBLEM TO BE SOLVED: To provide a fine bubble producing apparatus capable of being used even in a deep water tank to produce fine bubbles. SOLUTION: The fine bubble producing apparatus is constituted of: an upper part plate-like body 41 which is a rotating body mounted in a liquid and rotated with the rotation of a driving part 3, is composed of a plate-like body and rotates around the plane center; an air intake space part 42 provided on the surface of the upper plate-like body 41 and forming a space; one or a plurality of air supply ports 43 provided in the air intake space part 42 and opened on the rotary surface of the air intake space part 42; a supply port 45 opened in the center of rotation of the air intake space part 42; and a stirring wall part 46 which is provided among the air supply ports 43 of the air intake space part 42 and forms a rotary surface among the air supply ports 43 and in which the rotary surface is not on a concentric cylindrical surface.
