PROBLEM TO BE SOLVED: To provide a prepaid system capable of preventing use of a prepaid storage medium wherein cost information is tampered. SOLUTION: This system has a central controller 4 storing and controlling the cost information stored in the prepaid storage medium 16; and a game medium dispenser 2 connected to the central controller 4 such that the dispenser 2 can communicate with the central controller 4, dispensing a game medium within a range of a cost shown by the cost information stored in the put-in prepaid storage medium 16. When the prepaid storage medium 16 is used in the dispenser 2 in an off-line state that the dispenser 2 cannot communicate with the central controller 4, the system does not return the prepaid storage medium 16 and gives an alarm to call an employee of a game parlor when operation for returning the prepaid storage medium 16 put in the dispenser 2 is executed.
