<P>PROBLEM TO BE SOLVED: To reduce the number of records to be registered with an invalid registration table, in a qualification check device. <P>SOLUTION: When qualification data is inputted to an ID card, it is compared with the record in the invalid registration table. When all of the qualification data are matched, that ID card is determined as invalid. When the qualification data added with a specific code (* mark) is detected in the record, second qualification data (issue number or user data) is compared with the inputted qualification data of the ID card. When these data are in a predetermined relationship (for example, dimensional relationship), this card is determined as an invalid card.
