<p><P>PROBLEM TO BE SOLVED: To provide an image encoding apparatus for reducing flicker noise in the moving picture encoding processing in compliance with the Motion-JPEG 2000 and to provide a method thereof. <P>SOLUTION: The image encoding apparatus applies wavelet transform to an input image, quantizes a wavelet coefficient, and further replaces the quantization coefficient between preceding and succeeding frames according to a prescribed discrimination condition. The quantization coefficient finally outputted is developed into a bit plane from the MSB until the LSB, an encoding path is generated by each bit plane, arithmetic encoding is performed in the encoding path, a header is added to the arithmetic code while controlling the coding quantity from the produced arithmetic code to reach the target coding quantity to produce a packet comprising image data. The quantization coefficient is replaced on the basis of an absolute value error of the quantization coefficients of preceding and succeeding frames in the same sub band, and the wavelet coefficient is added to reduce wrong detection in the replacement processing thereby effectively suppressing flicker noise. <P>COPYRIGHT: (C)2003,JPO</p> |
