<p><P>PROBLEM TO BE SOLVED: To achieve easy confirmation of image quality after editing and optimum image editing. <P>SOLUTION: An editing point detector 24 finds a degree of deterioration of image quality of image data after editing based on a frame of a bit stream before and after editing in a specified editing point, detects a point proposed for editing in the vicinity of the specified editing point, and finds the degree of deterioration of image quality of image data after editing based on a frame of a bit stream before and after editing in the point proposed for editing.
