PROBLEM TO BE SOLVED: To provide a system to perform evaluation of operability, etc., of a navigation device under the condition simulating the actual using state. SOLUTION: Steering wheel operation, etc., by an examinee 71 is transmitted as a vehicle operation signal 211 to a signal conversion section 12. The signal conversion section 12 calculates vehicle behaviors such as vehicle position and vehicle speed, and transmits a navigation device control signal 122 and a vehicle behavior signal 123 to a navigation device 31 and a running course picture generating section 13 respectively. The running course picture generating section 13, based on running course data 141 and the vehicle behavior signal 123, generates pictures of the running course supposed to be seen from a driver's seat 21 and displays the pictures on a screen 51 via a projector 41. On the other hand, the navigation device 31 controls map display on a display based on the vehicle position and vehicle speed, etc., included in the navigation device control signal 122.
