The system (70) includes a database (74) having data records associated with each foreign origin parcel or individual. Associated with the database (74) is a processor (72) having a search engine for performing searches in the data records based on criteria selected by a user. The system (70) allows the user to store notes taken during inspection so that the information related to the inspection can be electronically archived.
