PROBLEM TO BE SOLVED: To economically and efficiently treat a large amount of cellulosic waste mainly discharged from a papermaking factory and to provide a thermoplastic resin and a biodegradable thermoplastic resin using cellulosic waste low in cost and useful as an industrial material. SOLUTION: Cellulosic waste is refluxed in water or a hydrochloric acid aqueous solution and refined by removing a flocculant added in order to efficiently perform recovery to obtain a cellulose material being a useful industrial material. Further, the cellulose material is chemically modified to introduce a benzyl group or the like into the cellulose material to obtain the thermoplastic resin and the biodegradable thermoplastic resin.
