PROBLEM TO BE SOLVED: To provide a base-isolation panel having a sufficient vibration absorptive function to quakes such as an earthquake, being difficult to occur a strain and a deformation by quakes and causing no lowering of strength, and a connector constituting the panel. SOLUTION: A plurality of square-shaped and frame-shaped bodies 1 are stacked, interposing vibration-control sheets 5 among each frame-shaped body 1, a face material 8 is arranged on one surfaces of the frame-shaped bodies 1 extensively over the whole surfaces and the upper and lower sections of the fame material 8 are fixed, and partition face materials 8a connecting the mutual upper-lower frame-shaped bodies are arranged on the other surfaces and pairs of upper-lower frame-shaped bodies are connected mutually.
