PROBLEM TO BE SOLVED: To prepare a bleaching cosmetic having high bleaching effect and safety to the skin, and easily producible at a low cost. SOLUTION: This bleaching cosmetic contains powder obtained by grinding or crushing paddy and oil consisting of olive oil, camellia oil or rice oil. The cosmetic has high bleaching effect since skin aging phenomena including pigmentation and wrinkles can be prevented by active oxygen scavenging function, antioxidant function and radical scavenging function, or the like, each inherent in paddy. The paddy powder is a natural material, thus being highly safe to the skin. Because of using the paddy powder, this cosmetic can easily produced at the low cost. Further, the oil is rich in oleic acid of the above oils, therefore this cosmetic has high storage stability and heating stability. COPYRIGHT: (C)2003,JPO
