A capacitor-based electrical energy storago and distribution system cupable of etffecruating load-leveling during periods of peak demand on a utility (reter to figue 8). A capacitor (400) may be charged with electrical energy produced by the utility (510) during periods of low demand. Alternatively this electrical energy stored in the capacitors (400) can be discharged into the capacitors grid (510) to increase the amount of electrical energy available for use.
