<P>PROBLEM TO BE SOLVED: To lighten the load on a user terminal and to increase advertisement effects as to a system which distributes advertisements by using the Internet. <P>SOLUTION: An advertisement mail identification part 10 of a middleman device 1 identifies the genre, etc., of advertisement mail from each advertiser device 3 (a to x). A distribution decision part 11 compares user information with the genre, etc., of the advertisement mail to decide which user the advertisement mail is distributed to. An automatic editing part 12 stores advertisement mail that each user desires to browse into a storage part 13 exclusive for the user according to the distribution decision result and automatically edits a WEB page 18 dedicated to the user to publish the advertisement mail or its list in the WEB page 18 exclusive for the user.
