PROBLEM TO BE SOLVED: To provide a mounting method and a mounting structure of a horizontal force buffer capable of corresponding to a displacement when an upper structure is constructed. SOLUTION: An upper end steel plate 6 is fixed to a concrete-made bridge girder 1 and, when a lower end base plate 15 in a hanging state through an elastic layer 8 in an intermediate section is connected to a pier 3 with a vertical gap, a gap area is provided between on a slot 22 provided in the base plate 15 and extending in the direction of the bridge axis, an anchor bolt 19 erected a pier 3 and projecting to the inside of the slot 22 and a screw fitting 20 to allow the displacement of the base plate 15 with the construction of the bridge girder 1.
