<P>PROBLEM TO BE SOLVED: To provide a lottery system using a portable telephone set capable of preventing any illegal act by completely automating procedures after lottery tickets are sold. <P>SOLUTION: The portable telephone set 30 having an Internet connecting function is connected through the Internet to a lottery management server 10. A lottery management server 10 transmits a lottery ticket purchase information in response to a request from the portable telephone set 30, and the received picture is displayed at the portable telephone set 30. The lottery ticket purchase information is transmitted to the lottery managing server 10 according to the operation of a user. The lottery managing server 10 inquires of a link server 20 such as a customer managing system for the payment conditions of the contractor of the portable telephone set 30 based on the transmission number at issuing lottery tickets to decide whether or not the issuing of the lottery tickets is valid.
