PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor that is appropriate to cope with both high capacity and low ESR (equivalent series resistance). SOLUTION: Two conductive polymer films forming one portion of a conductive polymer layer are formed in two solutions having different pHs due to electrolytic oxidation polymerization or chemical oxidation polymerization. In this manner, in the solid electrolytic capacitor, the conductive polymer layer includes a first conductive polymer film 301 made of a plurality of particles where an average particle size is relatively small, and a second conductive polymer film 302 having an average particle size that is larger than the average particle size of the first conductive polymer film, the second film 302 is formed while covering openings of a plurality of holes 101 formed in an anode conductor 1, and the first film 301 is formed so that at least one portion of the first film 301 is arranged inside the plurality of holes, or is arranged to be the outermost film of the conductive polymer layer.
