PROBLEM TO BE SOLVED: To heighten the cooling efficiency by multiplying the radiation effect and an effect of natural convection. SOLUTION: A ceiling 1 is provided with a radiation panel group Pg where a plurality of radiation panels P are erected at spaces S1 and an air intake part 2 communicating with the upper part of the radiation panel group Pg. The respective radiation panels P constituting the radiation panel group are provided with a refrigerant flowing means for letting the refrigerant flow through the respective radiation panels P.
