PROBLEM TO BE SOLVED: To provide a system for changing a billed person in which billing can be flexibly changed except for the party of the service contract. SOLUTION: When transfer service processing is started (S105), the ID of a call originating terminal (caller ID) is collated with an ID registered in advance (registered ID) (S106A). This registered ID is registered when the contract is made by the party of an incoming transfer service contract. When the IDs coincide as a result of the collation, the billed person is changed to a person registered in advance (S106A to S106B). The billed person after this change is registered when the contract is made by the party of the incoming transfer service contract. Therefore, by changing the billed person in this way, a user is not charged even when an operator of a network management company or the like performs reproduction tests. COPYRIGHT: (C)2003,JPO
