PROBLEM TO BE SOLVED: To facilitate developing a migration management function in a migration management device and a mobile communication terminal, and introducing an advanced method for migration management to the migration management device and the mobile communication terminal. SOLUTION: Migration management units 65 and 92 in a location register 60 and the mobile communication terminal 90, respectively, execute a processing in response to migration of the mobile communication terminal 90, and create a notice with respect to the processing. Programming interface units 66 and 94 obtain the notice from the migration management units 65, 92 and provide the same to advanced processing units 67, 95, which then execute a processing different from that given by the migration management units 65, 92 based on the notice provided by the programming interface units 66, 94.
