<p><P>PROBLEM TO BE SOLVED: To provide an electrophotographic developer having excellent fluidity and storage property and causing little decrease in image quality by environmental changes and to provide a method for manufacturing the developer and a method for forming an image by using the developer. <P>SOLUTION: The developer comprises polymer particles for the developer obtained by polymerizing polymerizable monomers and an external additives depositing on the particle surface.
