<p><P>PROBLEM TO BE SOLVED: To render contaminant in soil harmless in a storing process of the soil with low energy consumption at a low cost without taking over contamination risk through the future. <P>SOLUTION: The contaminated soil 3 is deposited and stored in a tightly closed treatment space S surrounded by a green house structural body 1 transmitting solar light SL containing ultraviolet ray and a water impervious sheet 1e. A near ultraviolet lamp 4 for emitting ultraviolet ray is attached to the green house structural body 1. A spray nozzle 51 for spraying an organic solvent or a surfactant on the contaminated soil 3 is arranged in the upper part of the green house structural body 1.
