PROBLEM TO BE SOLVED: To shorten the warmup time by enabling fusing without waiting temperature raise of a pressure roller and to obtain a stable and satisfactory fusing state. SOLUTION: A CPU of a temperature controller estimates the degree of the temperature rise of the pressure roller by temperature (discrimination temperature) of a heating roller at the start of power supply to a halogen lamp heater 3, discriminates a high temperature mode and a low temperature mode and switches target control temperatures of the heating roller. To enable estimation of the temperature of the pressurization roller by the temperature at the start of the power supply, the discrimination temperature may be set as equal to or below a temperature (identified temperature) at which the temperatures of both rollers becomes almost mutually identical in natural temperature fall processes of the heating roller and the pressure roller.
