PROBLEM TO BE SOLVED: To provide a manufacturing method of developing roller by which the magnetic characteristic of a developing main pole is enhanced and also the angle between poles is made small even if adopting a method for attaching a magnet block having a high magnetic force over the entire length in the axial direction of a magnet roll which is obtained by dispersing magnetic powder in a high molecular compound and formed in a cylindrical shape to a part equivalent to the developing main pole of the magnet roll, and to provide a developing roller and an image forming apparatus. SOLUTION: In the developing roller constituted by attaching the magnet block having the high magnetic force over the entire length in the axial direction of the magnet roll 46, which is obtained by dispersing the magnetic powder in the high molecular compound and formed in the cylindrical shape, to the part equivalent to the developing main pole 47 of the magnet roll 46, the developing main pole 47 and its adjacent poles are oriented in terms of magnetic field by a magnetic field orientation yoke 51, which is forked, when molding the magnet roll 46.
